Recruitment of Scientists for Planning and Performance Division (PPD) and Open Source Drug Discovery (OSDD) Programme of CSIR
CSIR seeks response from young and dynamic scientists who are willing to pursue career in R&D management and create new paradigm in management of R&D
Council of Scientific & Industrial Research (CSIR) is an autonomous organization under the Ministry of Science & Technology, Govt. of India. It is amongst the foremost scientific and industrial research setups in the world. Having state of art infrastructure and scientific & technical manpower second to none, CSIR covers practically the entire spectrum of
scientific and industrial R&D of national and international importance.
This ranges from aerospace to ocean exploration, micro-electronics to structural and environmental engineering, smart materials to mechatronics, petrochemicals to synthetic biology and from robotics and micro machines to drugs & pharmaceuticals and agrochemicals.
CSIR has endeavoured over the years to be at the forefront of R&D in diverse areas. In doing so, it has made concerted efforts to put in place innovative strategies and mechanisms for management of R&D.
CSIR’s headquarters located in New Delhi comprises of diverse S&T, administrative and finance divisions which help in functioning of its 37 Laboratories and 39 outreach centres as per the mission in place.
CSIR is looking for enthusiastic young scientists with proven record of scientific achievements and ability to take up large responsibility of managing R&D in an innovative way. The appointment could also be considered on deputation basis.
The positions are in the following groups and areas:
1. Scientist-C [Group IV (2)]: 6 Posts (UR-3, OBC-1, SC-1, ST-1)
  • Scale of pay: Rs. 15600-39100/-; Grade Pay: Rs. 6600/- (PB-3)
  • ESSENTIAL QUALIFICATION: Post 1 [code A(UR)]; Post 2 [code B(OBC)]: Ph.D. in Bioinformatics with one year experience*;
  • DESIRABLE: Good exposure to R&D in relevant field; computer operating skills; flair for oral and written communication; and strong analytical abilities.
  • JOB REQUIREMENT:
    To plan and execute R&D in the domain of Bioinformatics; development and execution of projects for Open Source Drug Discovery (OSDD) programme; project monitoring; and coordination of scientific activity of OSDD programme.
  • AGE: Not more than 35 years.
2. Scientist-EI [Group IV(3)]: 5 Posts (UR)
  • Scale of pay: Rs. 15600-39100/-; Grade Pay: Rs. 7600/- (PB-3)
  • ESSENTIAL QUALIFICATION: (code H): Ph.D. (Medicinal Chemistry/Biochemistry) with four years experience*.
  • DESIRABLE:Excellent exposure to R&D in the area identified; proven leadership in formulation & execution of projects in the area indicated; computer operating skills; flair for oral and written communication; and strong analytical abilities.
  • JOB REQUIREMENT:  R&D planning and execution for Open Source Drug Discovery (OSDD) programme; project monitoring; and coordination of scientific activity in the area of such projects.
  • AGE: Not more than 40 years.
3. Scientist-EII [Group IV(4)]: 2 Posts (UR)
  • Scale of pay: Rs. 37400-67000/-; Grade Pay: Rs. 8700/- (PB-4)
  • ESSENTIAL QUALIFICATION: Post (2 vacancies) (code L): Ph.D. in Biological Sciences with seven years experience.
  • DESIRABLE: Excellent exposure to industrial R&D; proven leadership in formulation & execution of projects in this area; computer operating skills; and flair for oral and written communication; and strong analytical abilities. The incumbents with MBA will be preferred.
  • JOB REQUIREMENT: R&D planning in the domain of Biological Sciences & Technology; development and execution of R&D projects including in public-private-partnership mode; project review & monitoring; and coordination of scientific activity in the area of Biological Sciences & Technology.
  • AGE: Not more than 45 years.
Benefits under Council service
  • These posts carry usual allowances i.e. Dearness Allowance (DA). House Rent Allowance (HRA), City Compensatory Allowance (CCA). Transport Allowance (TA) etc. as admissible to the Central Government employees stationed in Delhi and as made applicable to CSIR.
  •  All scientists are eligible for professional Update Allowance.
  •  In addition to the emoluments indicated against each category of posts, benefits such as reimbursement of medical expenses, leave travel concession, conveyance advance and house building advance are available as per rules of CSIR.
  • The selected candidates will be governed by the provisions of the New Pension Scheme as introduced by the GOI and as adopted by CSIR.
Relaxations
  • Age limit: The age should not exceed the limit prescribed for each category of post as on 09.09.2010 i.e. the closing date of receipt of the applications. Upper age limit is relaxable as per GOI order in respect of SC/ST (5 years)/OBC (3 years).  Relaxation of upper age limit for physically handicapped and Ex-servicemen as per rules.
  • Age relaxation of 5 years is permissible for those working in CSIR/Govt./Autonomous Bodies/Public Sector Undertaking.
  • Relaxation of 5 years will also be permissible to those who had ordinarily been domiciled in the Kashmir division of the State of Jammu and Kashmir during the period from 1.1.1980 to 31.12.1989 subject to production of relevant certificate from concerned authority.
  • *Relaxation of experience in the case of meritorious candidates with proven academic track record may be permitted by the competent authority at any stage of selection.
General conditions/information
  • Total emoluments payable will be at the minimum of the scale of pay inclusive of all allowances.
  • The qualifications prescribed should have been obtained through recognized Universities/ Institutions.
  • The number of vacancies under each code is provisional and may vary.
  • The period of experience in a discipline/area of work, wherever prescribed, shall be counted after the date of acquiring the minimum prescribed educational qualification prescribed for that Group/Grade.
  • Applications from candidates working in Government Departments, autonomous bodies, Public Sector Undertakings and Government Funded Research Agencies will be considered only if forwarded through proper channel and with a clear certificate that the applicant will be relieved of his/her duties within one month of receipt of appointment order, if selected for the post applied for.
  • Candidates belonging to Government/ Autonomous organizations/ PSUs/ Government funded research agencies, if selected, can be considered for appointment on deputation basis as per CSIR rules.
  • The candidate should clearly indicate in the application the post no. and the area of post under which he/she should be considered.
  • Candidates applying for more than one post should submit separate online application form for each post indicating the Code No. of the post.
  • The prescribed Essential Qualifications are a bare minimum and mere possession of same will not entitle the candidates to be called for interview. Where number of applications received in response to an advertisement is large, it may not be convenient or possible for the CSIR to interview all the candidates. The CSIR may restrict the number of candidates to be called for interview to a reasonable limit, on the basis of qualifications and experience higher than that of the minimum prescribed in the advertisement. The candidates should, therefore, furnish all the qualifications and experience possessed in the relevant field, over and above the minimum qualifications prescribed.
  • Higher initial pay could be considered for exceptionally meritorious candidates.
  • Outstation candidates called for interview will be paid to and fro single second class rail fare/ordinary bus fare from the normal place of their residence or that declared in the application or from the actual place of undertaking the journey, in India, whichever is nearer to the place of the interview, as per rules. 5
  • Candidates of Indian origin settled abroad who are of proven merit as evidence by their qualification, research work and experience may be considered by the Selection Committee in Absentia.
  • Details of short listed candidates to be called for interview will be displayed in the CSIR website, on finalization. Incomplete application in any respect and applications received after the last date will summarily be rejected.
  • Canvassing in any form and/or bringing in any influence political or otherwise will be treated as a disqualification for the post.
  • The decision of the Director General, CSIR in all matters relating to eligibility, acceptance or rejection of applications, mode of selection, conduct of test/interview as per ‘CSIR Scientists Recruitment Rules 2001’ and not to fill up all or any of the posts will be final and binding on the candidates and no enquiry or correspondence will be entertained in this connection from any individual or his/her agency.
